Objective

To undertake and provide expertise on planning, design, research and promotion of appropriate technologies on irrigation and drainage.

Functions

(i) To support identification of irrigation potential areas and undertake feasibility studies, designs and investment plans for medium, larger and complex irrigation projects in collaboration with President’s Office, Regional Administration and Local Government Authorities;

(ii) To provide inputs for preparation of policies and strategies on irrigation and drainage development;

(iii) To mainstream environmental and social management issues in irrigation and drainage plans and designs;

(iv) To develop and manage database for irrigation planning and design;

(v) To provide advisory services on irrigation planning and design;

(vi) To prepare designs and plans for the utilization of ground water and rain water resources for irrigation purposes;

(vii) To provide logistical and technical support to private sector on irrigation service provision and investment in irrigated agriculture;

(viii) To provide advice on the use of appropriate irrigation and drainage technologies;

(ix) To promote water saving irrigation technologies (drip and sprinkler) and use of renewable energies for irrigation and drainage purposes;

(x) To oversee testing and use of locally available construction materials;

(xi) To collaborate and liaise with local and international research institutions on the development and utilization of new innovations in irrigation and drainage;

(xii) To promote climate smart agriculture in irrigation and drainage; and

(xiii) To facilitate demonstration and dissemination of research findings with positive results in irrigation and drainage aspects.

The Division will be led by a Director and will comprise two (2) Sections as follows:

(i) Planning and Design Section; and

(ii) Research and Technology Promotion Section.

3.1.1 Planning and Design Section

The Section will perform the following activities:-

(i) Support identification of irrigation potential areas;

(ii) Undertake feasibility studies, designs and investment plans for medium, larger and complex irrigation projects in collaboration with President’s Office, Regional Administration and Local Government Authorities;

(iii) Prepare specifications for tender documents on irrigation investments;

(iv) Develop and manage database for irrigation planning and design;

(v) Maintain database for consultants undertaking irrigation and drainage services;

(vi) Develop and disseminate irrigation standards for projects preparation and designs;

(vii) Mainstream environmental and social issues in irrigation and drainage designs;

(viii) Provide advisory services to public and private sectors on irrigation planning and design; and

(ix) Prepare designs for the utilization of underground and rain water resources for irrigation purposes.

The Section will be led by an Assistant Director.

3.1.2 Research and Technology Promotion Section

The Section will perform the following activities:-

(i) Undertake research on water saving irrigation technologies, renewable energies and locally available construction materials;

(ii) Collaborate and liaise with local and international research institutions on the development and utilization of new innovations in irrigation and drainage.

(iii) Promote use of water saving technologies (drip and sprinkler), renewable energies, locally available materials and appropriate irrigation and drainage technologies with positive results for minimization of costs, energy and water losses;

(iv) Collaborate and liaise with President’s Office, Regional Administration and Local Government Authorities, Private Sector and Non Governmental Organizations (NGOs) on the development and utilization of new innovations in irrigation and drainage;

(v) Develop and disseminate new construction innovations on irrigation and drainage infrastructure;

(vi) Promote climate smart agriculture in irrigation and drainage; and

(vii) Undertake adaptive and applied research on various irrigation and drainage issues.

The Section will be led by an Assistant Director.
