Objective

To provide expertise and services on construction, supervision and maintenance of irrigation and drainage infrastructure.

Functions

(i) To oversee quality control of irrigation and drainage infrastructure;

(ii) To supervise construction and rehabilitation of irrigation and drainage works as per standards and specifications;

(iii) To undertake standardization and dissemination of construction specifications;

(iv) To prepare and disseminate operation and maintenance manuals;

(v) To undertake contract management of irrigation and drainage infrastructure construction and rehabilitation works;

(vi) To integrate environmental and social safeguards in irrigation and drainage construction and rehabilitation works;

(vii) To establish centres and attract private sector participation on irrigation equipment and machinery hiring services;

(viii) To provide technical support to private sector on irrigation and drainage construction techniques;

(ix) To develop and disseminate new construction innovations on irrigation and drainage infrastructure;

(x) To maintain database for contractors undertaking irrigation and drainage works; and

(xi) To provide inputs for preparation of policies and strategies on irrigation and drainage development.

The Division will be led by a Director and will comprise of two (2) Sections as follows:-

(i) Construction and Maintenance Supervision Section; and

(ii) Plants and Equipment Section.

3.2.1 Construction and Maintenance Supervision Section

The Section will perform the following activities:-

(i) Control quality of irrigation and drainage infrastructure;

(ii) Supervise construction or rehabilitation of irrigation and drainage works as per standards and specifications;

(iii) Undertake construction and rehabilitation of strategic irrigation and drainage works;

(iv) Undertake standardization and dissemination of construction specifications;

(v) Integrate environmental and social safeguards in irrigation and drainage construction/ rehabilitation works;

(vi) Develop and maintain database for contractors undertaking irrigation and drainage works;

(vii) Support undertaking supervision and contract management for construction and rehabilitation works of irrigation and drainage infrastructure;

(viii) Provide technical support to private sector on irrigation and drainage construction techniques;

(ix) Undertake stock management on the status of irrigation and drainage infrastructure;

(x) Coordinate maintenance of irrigation and drainage infrastructure; and

(xi) Prepare Construction, Supervision, and operation and maintenance Manuals.

The Section will be led by an Assistant Director.

3.2.2 Plants and Equipment Section

The Section will perform the following activities:-

(i) Prepare specifications for procurement of irrigation plants and equipment;

(ii) Facilitate maintenance and repair of irrigation plants and equipment;

(iii) Provide plants and equipment hire services for irrigation infrastructure development;

(iv) Establish and coordinate plants and equipment hiring centres; and

(v) Keep records of irrigation plants and equipment.

The Section will be led by an Assistant Director.
