Objective;

To provide expertise and services on human resources management and administrative matters to the Commission.

Functions;

  1. To provide strategic inputs to management on administration and human resources management issues such as recruitment, human resources development and training, promotion, retention, motivation, performance management and welfare;
  2. To process terminal benefits and leave;
  3. To ensure optimal efficient and effective Management and utilization of Human Resources in the Commission;
  4. To provide a link between the Irrigation Commission and the Public Service Management on operationalization of the Public Service Management and Employment Policy and laws governing Public Service;
  5. To provide data support and up-date records on various Human Resources information;
  6. To advice the Director General on Administrative and Human Resources matters; and
  7. To collect, analyze, store and disseminate data and information related to human resource development plans.

The Division will be led by a Director and will comprise two Sections as follows:

  1. Administration Section; and
  2. Human Resource Management Section.

1.1 Administration Section

The Section will perform the following activities:-

  1. Interpret and enforce principal legislation governing the Public Service including regulations; standing orders and other labour laws;
  2. Facilitate employees relations and welfare including health, safety, sports and culture;
  3. Provide registry, office records, messengerial and courier services;
  4. Handle protocol matters;
  5. Facilitate provision of security services, transport and general utilities;
  6. Facilitate general custodian services including maintenance of office equipments, buildings and grounds;
  7. Coordinate implementation of ethics and value promotion activities including prevention of corruption practices;
  8. Implement diversity issues including gender, disability, HIV/AIDS etc and be the Office’s Gender Focal Point;
  9. Administer the implementation of Business Process Improvement;
  10. Advise on organizational efficiency of the Office;
  11. Administer the implementation of Client Service Charter;
  12. Administer implementation of Private Sector Participation; and
  13. Coordinate the preparation and implementation of the Wage Bill and Recruitment.

The Section will be led by a Principal Administrative Officer.

1.2 Human Resources Management Section

The Section will perform the following activities:-

    1. Coordinate staff recruitments, selections, placements, confirmations and transfers;
    2. Facilitate Human resource training and career development (professional development, skills enhancement performance improvement, pre-retirement, part-time, and overseas);
    3. Facilitate orientation/induction programme for the new entrants;
    4. Carry out human resources planning to determine supply and demand needs for professional;
    5. Administer Salaries and process payrolls;
    6. Process and update records of various leaves such as annual, sick, maternity, study and terminal;
    7. Oversee employees benefits (pension, allowances etc) and entitlements;
    8. Serve as a Secretariat to the employment Committee;
    9. Coordinate implementation of Open Performance Review and Appraisal System (OPRAS), assess the appraisal results, prepare implementation reports, and make follow-ups on the implementation of the recommendations on individual OPRAS forms;
    10. Prepare Annual Personnel Emolument Estimates;
    11. Prepare and facilitate implementation of succession plans;
    12. Carry out training needs assessment for the office and prepare training programs;
    13. Monitor and evaluate implementation of institutional training programs and prepare training reports;
    14. Carry out impact assessment of the training programs and prepare assessment reports; and
    15. Initiate and co-ordinate in –house courses and on the job training.

The Section will be led by a Principal Human Resource Officer.
